ElizaChat must be released in three sequential phases — OAIP trusted-tester cohort, OAIP-reviewed limited student cohort, and full Utah-district student availability — with written OAIP approval required before advancing to each subsequent phase.

What Counts

• Phase 1: OAIP users only, operating as trusted testers before any student access
• Phase 2: OAIP-reviewed limited group of student users (size and location reviewed by the Office)
• Phase 3: General availability to students across Utah school districts
• Written OAIP approval before each phase transition

What Does Not Count

• Rolling directly to Phase 2 or 3 without completing Phase 1
• Phase transitions implied by elapsed time rather than OAIP written approval
• Expansions of user population within a phase without OAIP review
