The Utah Office of Artificial Intelligence Policy (OAIP) is the first dedicated US state AI regulator. It operates the Utah Artificial Intelligence Learning Laboratory — a regulatory-mitigation sandbox where participating companies receive tailored relief from specific state laws in exchange for data-sharing, safeguards, and audits. Under HB 320 (2026), OAIP may also issue Joint Interpretation Agreements that clarify how existing Utah law applies to AI without waiving the underlying law.

PubLedge treats Utah OAIP's Regulatory Mitigation Agreement (RMA) and Joint Interpretation Agreement (JIA) as the prototypical instruments for its broader registry. The two-instrument architecture — waiver + interpretation — maps cleanly to SEC no-action letters, CFPB advisory opinions, and IRS private letter rulings at the federal level, and to analogous instruments in other jurisdictions.

Why this page exists

Utah's Roadmap for Regulatory Relief commits OAIP to publishing "a public-facing version of the proposal with the agreement" for each RMA, to promote transparency and accountability. PubLedge is a ready-made, versioned, tamper-evident implementation of that commitment — discoverable, linkable, and machine-readable, with no change to OAIP's confidentiality posture.

Separately, HB 320 (2026) §13-72-201(3)(d) requires OAIP to report annually to the Business and Labor Interim Committee on every executed RMA and JIA. PubLedge is a standing public-facing companion to that statutory report — continuously current between November cycles.

Statutory Framework

Five bills passed across three legislative sessions form the statutory spine that OAIP interprets and, in limited cases, waives. SB 332 (2025) is included as a scaffolding stub because it extended the Chapter 72 sunset from 2025-05-01 to 2027-07-01, materially affecting every RMA and JIA reliance period; its substantive text lives at EveryAILaw.
